Surprisingly common, especially to the East, and definite knack to this. Generally I start a 123 waltz, then a L-R hesitation, then repeated on next bar starting other foot. That is to split the rhythm 123-12.

You sometimes meet 8/8 waltz (123 123 12) and rarely 11/8 (123 123 123 12; repeat whole pattern other foot)
