I've seen Northumbrian bagpipes played using a similar system when the chaps shoulder was injured and he couldn't use his elbow-driven bellows.  He played superbly!!  I think it was chap called Dick Hensold, but it just show what can be done with a bit of ingenuity

I've seen the stands being used for melodeons but how could the pump work  ???

For three grand your arms would have to be very tired.   :o
