Ludwig van Beethoven

I came across this quotation today, nothing to do with the melodeon specifically but a lot to do with being a musician....

"To play a wrong note is insignificant;
     To play without passion is inexcusable."

Ludwig van Beethoven

This is a brilliant quote.

But did Beethoven really say it?

In 20 minutes of Googling I've found hundreds of sites listing this as a Beethoven quote, but not a single one that says when, where, or to whom he said or wrote it.

I found an online book "Beethoven... as revealed in his own words": http://www.gutenberg.org/files/3528/3528-h/3528-h.htm.

But I couldn't find the quote in there (though I only skimmed it, and doing a search might not work if the quote was translated a bit differently).

Can anyone confirm that this really is a genuine quote, and provide the details?

I've tried to find in German but in vain. Looks like an "invented quotation".
