Why isn't it just a Double Ray De-Luxe, like it says on the packet?

Yep, a Double Ray De-Luxe is exactly what it is, otherwise catalogued as a No. 1623. But, though that grille design was introduced in 1938, they continued to use it after the war, right up until they brought out the "streamlined" model, with the waterfall grille, in 1956. Whilst that colour of celluloid is to be found on both pre- and post-war boxes.
