Or is the tune know by a different name.

But no - this is not the tune that the group playing on the YouTube clip has paired with “The Smiler”.
I have scanned through thousands of abc files (as you may imagine) and this is one of a number of traditional tunes that I have turned up with the same name.
I think the composition on the video clip may be a more modern composition and not published on the net – at least under this name. But I feel that it may be in circulation among button accordion musicians.
