What exactly is this "tuner"?

Folks, what exactly is this?  I cannot get my peabrain around what it does, though it looks like something I want!

Looks like a miniature bellows to pump air through a single reed plate?

It’s for sounding harmonica reeds.  Shops used to have these so that a purchaser could hear a harmonica without the hygiene implications of blowing it by mouth.

Theo, that must be it. I can see how one would lay the harmonica on those blow holes, single blow,double.  THANKS.

I'm pretty sure I remember seeing them in Hohner catalogues - that would be at the end of the 60s I guess or possibly early 70s.  (Along with mouth organs, melodicas and melodeons - all mouth watering stuff for youngsters). 
I think they had one in the record/music shop that used to be on Golden Lion Bank in Whitby.

I think they had one in the record/music shop that used to be on Golden Lion Bank in Whitby.
Headlams  :D somewhere in the house there's some sheet music with their shop details stamped on it. ;D
