Hohnor Student Tuning

I have a hohnor VM student to repair and tune. When I got it ( cheap ) it had not been stored correctly and damp had got in. Completely dismantled reed  plates from blocks, cleaned them all up as well as putting in electrostatic bath
When I first got it I looked at the tuning on my Peterson tuner and it was all over the place,mainly about 25 cents flat.
After all the work has been done the outcome is much the same.
Both rows of reeds are identical in size, so not sure if I should do it all dry at the flat setting or something else. The counter bass seems to be well flat tuned as well. The main bass also all over the place.
Any advice would be appreciaated

What age is it old tunning (prewarish) was low. It will tune up.

Student VM is a 1960s/70s model so would have been tuned to 440.

The flat pitch now is most likely the result of the damp storage.   This model often suffers from quite bad corrosion of the reeds down near the rivet, apparently made worse by something in the valve adhesive that was used at the time.

What Theo says. H Students can be a *lot* of work to bring em back.

Jolly Rodger accordions gave some pointers from his web site. I guess I was just taken back that it appeared to be tuned 25 cents flat, almost every reed.
I have tuned very old late 1800,s squeeze boxes (brass reeds) flat to achieve a particular sound  I was looking for, but not that flat, I new this Student was not right. It is going to be tuned Celeste. Hope i can interest my grand son to learn.

De rusted reeds are often flat after tuning. I would get them close to the desired pitch before waxing them it to make it easier.
