what is Lõõtspillifestival ?

What is  Lõõtspillifestival?  And where is it?  I don't recognize the language.  There are quite a few video of some great tunes, great playing and weird boxes...like this one:

I recognize the last tune as French, or very much like a French tune.

http://www.lootspill.ee/ is the festivals web page, the english part of the page hasn't been updated since 20O9, but you can still listento the music and watch pictures.

I think this festival is in Tartu in Estonia and is organised by Kadri G Laube, who is a fabulous melodeon and lootispil player.  Estonian folk music is well worth checking out and if you visit there, go to the National Folk Centre in Viljandi which is a beautiful example of what a folk centre should be like....warm welcoming and friendly :-)  Try to look out for Aivar Teppo amongst the many excellent lootispil players.
