reed out of tune?

I have a G/C double row. The fourth button down from the top of the finger board on the C row, is sounding out of tune on the push (SOUNDS FLAT). The pull note sounds just fine, as well as all othe other notes up & down the scale. Could there be somthing blocking this reed from playing normally?

(1) If a reed goes badly flat, eg down by a quarter tone, then it generally means the reed is cracked and will eventually break. 

(2)Was it previously ok or has it always been flat?  If its always been like that, and its not as bad as (1) then it could be a valve not opening fully.  You occasionally get this on new instruments where the valve on teh underside of the reedplate is too long and catches on the inside of the reedblock.
